Is this the same Downing that had a brother who played for the Angels? In the 1/12th in early 80's?

I remember a SGT Chris Downing I think he was Sgt Morales. Winner unless I am mistaken.

Is this the same SFC Downing that was an instuctor at the Lance Branch in 1982? Rode a motorcycle?
